Personal data has to be held securely under UK data protection law, and a lockable cabinet is the usual control for paper records. It works with a retention schedule and secure destruction at the end of it. A locked cabinet with no retention schedule behind it is a filing problem rather than a compliance one. Every box here carries a label field for a retention date, because the point of an archive is being able to destroy things on time as well as find them.
